Foothills Chapter By-Laws
ARTICLE I – NAME
The name of this organization shall be the Foothills Chapter of the California Dressage Society (CDS .
ARTICLE II – PURPOSE
- The purpose of this chapter shall be to promote the goals of CDS.
- This chapter shall promote educational activities on the local level and carry out plans of the Executive Board for local competitions (CDS By-Laws, Art. XII, Sec 1.)
ARTICLE III – MEMBERSHIP
- Chapter membership shall be those persons who are paid members in good standing in CDS and who have indicated an interest in associating with the Foothills Chapter.
- Chapter members are expected to volunteer a minimum of two hours per year to chapter activities.
ARTICLE IV – ASSESSMENTS
Members and interested persons on the mailing lists may/shall be assessed annually to cover costs for Chapter correspondence.
ARTICLE V – VOTING
- Active members in good standing shall be entitled to one vote each. They shall be eligible to hold office in the Chapter.
- Voting for officers and proposed changes in the By-Laws of the Chapter shall be by mail ballot, which will remain sealed until the December general meeting, at which time they will be opened and tabulated in the presence of the membership.
ARTICLE VI – ELECTION OF OFFICERS
- Election of all offices shall be held yearly. The term of office is from January lst through December 31st. The retiring officers shall act as advisors for six months after the end of their term by attending the meetings of the new board.
- The chairperson shall be elected by the membership and recommended for appointment by the President of CDS with the approval of the California Dressage Society Executive Board (Art. XII. Sec. 2. C.D.S. By-Laws)
- The Chapter officers shall be: Chairperson, Co-Chairperson, Secretary, Treasurer, 2 Show Secretaries, and a Newsletter Editor.
- The appointed committee chairpersons are, but not limited to the following: Clinics/Activities, , Advertising, Fund Raising, Telephone/Email Committee, and Membership.
ARTICLE VII – DUTIES OF CHAIRPERSON
- Preside over all business meetings, both general and executive.
- Set the agenda for business meetings.
- Appoint committees as necessary.
- Make appointments to head standing committees.
- Promote an interest in educational activities for Chapter members.
- Liaison between CDS and the Chapter.
- Assist with organizing horse shows, clinics, and Chapter events.
ARTICLE VIII – DUTIES OF THE CO-CHAIRPERSON
- Assist the chairperson in carrying out all official duties, and substitute for the chairperson or Chapter functions when necessary.
- If the chairperson cannot attend, represent the Chapter at CDS functions.
- Is Horse Show Coordinator for all schooling and rated shows . Horse Show Coordinator duties are:
- Apply for show dates through CDS
- Apply for insurance
- Secure Show Facility
- Get Show Facility Agreement signed
- Secure Judges
- Get Judging Agreements signed
- Submit Forms to Dept of Food and Ag (Drug Forms)
ARTICLE IX – DUTIES OF THE SECRETARY
- Responsible for Chapter correspondence as necessary.
- Prepare the mail-vote ballots for elections, By-Laws, changes, or recalls.
- Maintain a permanent file on the Chapter of all correspondence.
- Maintain Video/Book Library.
- Take minutes at the Board and General Meetings.
ARTICLE X – DUTIES OF THE TREASURER
- Handle and maintain a printed statement of the financial transactions of the Chapter through a bank account approved by the Executive Committee.
- Pay all debts incurred by the Chapter with checks.
- Collect all moneys to be paid into the Chapter treasury.
- File a financial report with the California Dressage Society Treasurer upon request for income tax purposes.
- Report the financial status to the membership at the Board and General Meetings, and to the editor to be published in each issue of the newsletter.
ARTICLE XI – DUTIES OF SHOW SECRETARY/SHOW MANAGER
Show Secretary
- Receive show entries, schedule ride times, inventory show supplies and prepare scoreboards.
- Coordinate with the Show Manager the number of classes at each show.
- Be present at each show in order to greet riders and distribute rider information.
- Record rider scores and report rated shows to CDS and submit show results to the newsletter editor.
- Tabulate end-of-the-year awards.
- All funds for entry fees shall be given to the treasurer with a summary list.
- Advise Show Manager of number of classes for ribbons/awards.
Show Manager
- Schedule EMT.
- Schedule videographer/photographer.
- Coordinate with judge (travel:airfare/mileage, hotel, pickup and drop off at airport and hotel, judge’s cooler, judge’s box).
- Obtain number of classes from Show Secretary, bring appropriate number of ribbons to show and coordinate with Awards Coordinator on prizes for show.
- Arrange for all supplies to be brought to horse show.
- Coordinate volunteers at show.
- Oversee setup, running, and clean-up of horse show.
ARTICLE XII-DUTIES OF CLINICS COORDINATOR
- Secure clinicians.
- Apply for insurance
- Secure Clinic Facility
- Get Show Facility Agreement signed
- Get Clinician Agreements signed
- Obtain Clinic scholarships from CDS and other organizations.
- Coordinate Clinic ride schedule.
ARTICLE XIII-DUTIES OF HOSPITALITY COORDINATOR
1. Coordinate food, drinks, and supplies for all Chapter Events.
ARTICLE XIV– DUTIES OF THE EDITOR
- In charge of the production of the Chapter newsletter.
- Keep a mailing list of all Chapter and associate chapter members. The editor will mail the newsletter to all members and associate members.
- Submit informative communication’s regarding Chapter activities to the editor of Dressage Letters.
- Keep track of advertising billing and send copies to the treasurer.
- Send out announcements to Chapter Members.
ARTICLE XV-DUTIES OF WEBMASTER
- Design website, with input from Chapter Board Members.
- Update all activities from newsletter and/or requests by Chapter Board Members.
- Post scores from Horse Shows.
ARTICLE XVI – MEETINGS
The Chapter shall meet at least every other month. The Executive Board shall meet on alternate months.
ARTICLE XVII- DISSOLUTION
If the Chapter dissolves, any funds remaining shall revert to the CDS.
ARTICLE XVIII– AMENDMENTS
In the case of Chapter by-law revisions as set forth in Article IV, Sec. 2. By-Laws may be amended by a vote of the membership of the Chapter. A simple majority of the ballots cast is required.
ARTICLE XVIII – PARLIAMENTARY AUTHORITY
The Foothills Chapter shall be governed by the By-Laws and Standing Rules of the California Dressage Society.
